I don't think the author got it right. These are rather the kind of vulnerabilities that the NSA and Intel work out together.

BTW, the Intel ME issue isn't new.
Intel was therefore accused before for putting a backdoor in their chips.
Intel delivers the processors to manufacturers with the Intel ME turned off and the ability to permanently set changes at a later date.
