The currently latest binary release is from October 2019 here https://sourceforge.net/projects/otter-browser/files/

Looks like the building of binaries has slowed down. For me it has become easy to build locally from source, so that's what I do, but yes, life is hard when it is hard for you to build locally from source.

honestly in my humble opinion, a 3 month release would be better...
this 2 times per year is just over-stretching
