what tools do i need ?

Sorry I can't help. Only thing I know is how to get rid of the "My Computer" icon.

Do you know a programming language? No? Then no tools can help you.

There are more browser GUI's now than ever before. The next stage of development would indeed be a tool where anybody can take a rendering engine and slap a GUI on it with no need for deeper knowledge.
