The tools are too far - because the smilies occupy too much height.
That was a very clumsy and misplaced way of putting a complaint I would agree with.
The smileys in the Post Reply window need to be collected in some sort of popup menu, as they now separate the composing textarea from the formatting buttons. They are a four file deep barrier leading to a lot of needless scrolling up and down.
