do you think that the option "Open pop-ups in a Tab"
could be add to Otter/tool/prefernces/content ???

All new pages open in a tab by default, I think. There are four options to popups under Quick Commands (F12 when a webpage is in focus).

Same options regarding popups are under Preferences > Content.
