Why didn't they create an open plugin architecture, like Winamp or Foobar2000 has, to end the silly format "war" between VPx and H.264?

Because H.264 is patent-encumbered, just like MP3. There are plenty of discussions about it on MozillaZine and My Opera. ;) (Incidentally, I side with rafaelluik on this one.)
