There are ways to circumvent the blockage  ?

Could you clarify what you mean? Are you asking to what extent proxy servers are currently functional?

Are there any plugins to circumvent site blocking? Previously, you could go to the official site Otter and download it. It's only through Opera Turbo.

There's Ultrasurf, anonymox, browsec... But I'm not sure whether they're going to work with Otter.
Alternatively, you could try a proxy.pac file or a browser independent proxy switcher. (In either of these cases you'd need a proxy list (e.g. 50na50.net)
