I don't think it's possible to have per-application titlebar settings in Windows, unless you use some third party customization tool for that...

There's Ultrasurf, anonymox, browsec... But I'm not sure whether they're going to work with Otter.
Alternatively, you could try a proxy.pac file or a browser independent proxy switcher. (In either of these cases you'd need a proxy list (e.g. 50na50.net)

Here's a suggestion for a feature regarding the download manager:
There's an active download and the user tries to close the browser. A dialog window appears, offering three options--(1) do not exit the browser, (2) cancel the download and close the browser or (3) wait for the download to finish and then close the browser automatically.

Otter is (becoming) what Vivaldi could and should have been. Please keep the great work. I am sure there are a lot of people who are not posting here/on irc, yet they're keeping a close eye on this project, and are planning to make it their main browser.
