On the other hand, the minister of defence of Russia is very hard-working and doesn't shun any responsibility. Just now he officialy announced propaganda brigades (http://www.newsru.com/russia/22feb2017/infoarm.html) in the army. Busy man.

Those are really very disturbing news - so to speak the Russian equivalent of the American STRATCOM.
