It would appear that Anibal Cavaco Silva, Portugal’s constitutional president, has refused to allow a democratically elected Goverment-in-waiting to form a Government because he judged their policies to be against Portugals's interests
It remains to see if this is carried through but at first sight it is a worrying precedent.

The president doesn't have too much power, it's the Assembly of the Republic with it's deputees dance that defines what happens at the end.
That's why this is considered a semi-presidencialist system. It's completely different from presidentialist systems. The president has to follow certain formalities and this particular one also uses to make idiotic speeches, just that.
But yes, the possbilities for new elections are strong. We are rich so we can spend our time with these little games.
